Advocacy
At PHA, advocacy is the heart of our mission. In a constantly changing industry, we are your eyes, ears, and voice. We lead the way in public policy, both in Harrisburg and Washington, D.C., driving legislation that expands access to high-quality in-home care.
By closely monitoring federal and state developments, we respond swiftly to emerging issues, ensuring our members can testify at legislative hearings and spotlight critical concerns affecting our consumers and businesses.
Our Government Affairs team leverages strong relationships at both the state and federal levels to positively influence Pennsylvania’s legislative and administrative landscapes. We identify key issues affecting our members and advocate tirelessly for policies that enhance access to home-based care.
But we can’t do it alone. We need you to join us and take action! You don’t need to be an expert to be a powerful voice for home-based care. Your passion and commitment can make a significant difference. Let’s work together to ensure that every Pennsylvanian can enjoy the comfort and security of home.

The Pennsylvania Homecare Association (PHA) held its annual 2024 Public Policy Summit and Advocacy Day on April 9-10 in Harrisburg. Over two days, participants engaged in educational sessions, discussed critical policy issues, and advocated for the future of home care in Pennsylvania.
Our Public Policy Summit is an opportunity for industry experts to attend educational sessions that address critical policy issues affecting the homecare industry. With sessions led by professionals such as PHA’s Director of Government Relations and the PA Secretary of Human Services, Summit attendees get firsthand insights into legislative changes, advocacy strategies, and the future of home care in Pennsylvania. This event equips participants with the knowledge and tools needed to navigate the evolving policy landscape and effectively advocate for the needs of the homecare community.
Lobby Day at the State Capitol stands as the premier advocacy event of the year for Pennsylvania agencies, home healthcare stakeholders, caregivers, and their consumers. This event provides PHA members with a crucial platform to directly influence public policy, ensuring that home care continues to be an integral component of Pennsylvania’s healthcare system. By engaging with state lawmakers, members can articulate the policies that significantly impact their work, humanizing the face of home care. These interactions with government officials underscore the vital role their support plays in advancing home healthcare across the state.
